In Philadelphia, home of Rocky and Ben Franklin, families gravitate toward the Philadelphia Zoo, the Franklin Institute and Liberty Bell.
The cheapest time to visit is the winter – when a travel itinerary heavy on indoor activities like Independence Hall, catching a Flyers or 76ers game in South Philly, shopping the massive farmers market at Reading Terminal Market and the Philadelphia Art Museum is advisable. (Running up the Art Museum steps a la Rocky is an optional, but awesome, photo op.)
